Initially announced for September 2019, the full application of the RTS in France was postponed to April 2021, leaving banks, payment service providers and merchants the time needed to comply. From 1 October 2020, banks gradually migrated to the new model, implying a significant increase in requests for strong authentication.
Since that date, transactions greater than or equal to €2,000 on French cards have been subject to a soft decline.
This rule has been extended since January 2021 to transactions of over €1,000, and since February to those above €500, and finally, since April 2021, to all transactions of less than €500.
